ImageMr. Sullivan joined the firm in September 2005. He was elected President of BWMQ in April 2006. Since joining BWMQ, Mr. Sullivan has been actively engaged as an expert witness in a number of energy market proceedings.  Mr. Sullivan, recently filed testimony on oil pipeline market power in the Mobil Pipe Line Company proceeding in Docket No. OR07-21.  Mr. Sullivan has filed testimony on short-term rates, depreciation, and the ROE proxy group in the PNGTS proceeding in Docket No. RP08-306.  In the El Paso proceeding in Docket No. RP08-426, Mr. Sullivan filed testimony on short-term value-based rates.  In addition, Mr. Sullivan has filed expert witness testimony on market power in the GTN proceeding in Docket No. RP06-407, an expert report in the USGen proceeding in Docket No. RP06-391, and oil pipeline ratemaking testimony in the TAPS proceeding in Docket No. IS05-82. Mr. Sullivan has also participated in a number of State regulatory proceedings during the past three years.  Mr. Sullivan has over 30 years of experience in the natural gas pipeline, oil pipeline and electric utility industries. His areas of expertise include formal market power analysis and all facets of natural gas, oil pipeline and electric utility ratemaking.

Image Mr.Brown, has an extensive background in the natural gas industry, including experience in marketing, rates, regulatory, operating and administrative matters. He served in various management positions with Mississippi River Transmission Corporation from 1955 to 1975, when he joined United Gas Pipe Line Company as Senior Vice President of Rates and Regulatory Affairs. In 1978, Mr. Brown was elected President, Chief Operating Officer and a member of the Board of Directors of United Gas Pipe Line Company. He served in that capacity until the end of 1985.

Image Ed Feinstein has been a rate and regulatory manager with over 34 years of experience working on natural gas issues at the Federal Energy Regulatory Commission and its predecessor, the Federal Power Commission.  He has applied his expertise to a variety of complex issues relating to pipeline rates, and he has developed creative ratemaking approaches to issues related to depreciation and negative salvage as well as other ratemaking areas.

Mr. Christopher ("Chris") John has over 29 years experience in the electric, natural gas, and oil industries. Mr. John began his career in the energy industry in 1979 when he was employed by the Federal Energy Regulatory Commission. During Mr. John's tenure at the Commission, he served in various positions of increasing responsibilities, including the technical advisor to Commissioner Breathitt from 1998 to the time of his retirement from the Commission in September, 2002. Mr. John is presently serving as a Vice President of Brown, Williams, Moorhead & Quinn, Inc., a leading energy consulting firm with offices in Washington DC and Houston TX.

Mr. Lovinger has more than thirty years experience in the energy field.  He was employed by the Federal Energy Regulatory Commission from July 1976 through February 1998, when he left to join BWMQ.  As a Staff Accountant, he specialized in cost of service matters with an emphasis on income tax matters.   Mr. Lovinger gained knowledge in the income tax field through employment with the Internal Revenue Service as an Internal Revenue Agent for more than six years.

He has consulted internationally on oil pipeline privatization issues and has provided technical support in arbitration proceedings.
