Mr.Brown, has an extensive background in the natural gas industry, including experience in marketing, rates, regulatory, operating and administrative matters. He served in various management positions with Mississippi River Transmission Corporation from 1955 to 1975, when he joined United Gas Pipe Line Company as Senior Vice President of Rates and Regulatory Affairs. In 1978, Mr. Brown was elected President, Chief Operating Officer and a member of the Board of Directors of United Gas Pipe Line Company. He served in that capacity until the end of 1985.

Ed Feinstein has been a rate and regulatory manager with over 34 years of experience working on natural gas issues at the Federal Energy Regulatory Commission and its predecessor, the Federal Power Commission.  He has applied his expertise to a variety of complex issues relating to pipeline rates, and he has developed creative ratemaking approaches to issues related to depreciation and negative salvage as well as other ratemaking areas.

Dr. Gallick has over thirty-two years of experience in developing and managing complex analyses of market power, antitrust, and competition issues in regulated and unregulated industries at Federal Regulatory Agencies.  Dr. Gallick’s areas of expertise include development of competition analyses for market-based rate proposals in the natural gas pipeline, oil pipeline, and electric industries; merger analyses in regulated and unregulated industries; exclusive dealing arrangements, nonprice payments; and development of litigation strategy and expert economic testimony.

Mr. Heintz has extensive experience in open-access transmission tariffs, rate design, ancillary services, reliability-must-run agreements, electric and gas traditional cost of service, nontraditional pricing methods (e.g., formula rates, MW-Mile, opportunity cost, incremental cost, incentive/ disincentive rates, and market-based rates), terms and conditions of service, and transmission pricing strategies. At BWMQ, Mr. Heintz has continued his work with ISOs and RTOs, ancillary services rates, terms and conditions, cost of service, direct assignment facility costs, wholesale and retail distribution rates, fuel adjustment clauses, power sales agreements, and transmission tariffs and agreements.

Vice President

Mr. Christopher ("Chris") John has over 29 years experience in the electric, natural gas, and oil industries. Mr. John began his career in the energy industry in 1979 when he was employed by the Federal Energy Regulatory Commission. During Mr. John's tenure at the Commission, he served in various positions of increasing responsibilities, including the technical advisor to Commissioner Breathitt from 1998 to the time of his retirement from the Commission in September, 2002. Mr. John is presently serving as a Vice President of Brown, Williams, Moorhead & Quinn, Inc., a leading energy consulting firm with offices in Washington DC and Houston TX.  

Mr. Lovinger has more than thirty years experience in the energy field.  He was employed by the Federal Energy Regulatory Commission from July 1976 through February 1998, when he left to join BWMQ.  As a Staff Accountant, he specialized in cost of service matters with an emphasis on income tax matters.   Mr. Lovinger gained knowledge in the income tax field through employment with the Internal Revenue Service as an Internal Revenue Agent for more than six years.  

Pat McIlvoy has over 30 years experience in the energy industry, with a broad background in pipeline rate and regulatory matters, design and construction, project development and system planning. Mr. McIlvoy has represented clients in intrastate and interstate regulatory proceedings, and has been an expert witness regarding cost-of-service, cost allocation and rate design matters. He has consulted internationally on oil pipeline privatization issues and has provided technical support in arbitration proceedings. Mr. McIlvoy has also developed computer models for cost allocation, rate design, cost levelization, management fee derivation and zoning.

Mr. Merchant has more than 25 years experience in the energy industry as a consultant to a wide variety of entities.  He has represented client interests before federal and state regulatory commissions on a wide variety of issues involving the electric, natural gas and telecommunications industries. He has presented expert testimony in many proceedings at the Federal Energy Regulatory Commission and before state commissions on such issues as cost allocation, rate design, rate of return, competitive alternatives, terms and conditions of service, and regulatory policy.  He has performed load studies and forecasts, economic analyses of electric and gas supply options and market power studies. Recently he performed cost analyses and other studies for the proposed Midwest ISO and MAPP ISO,.  He has prepared electric transmission and ancillary services revenue requirement analyses, as well as cost of service studies related to retail distribution services. 

Mr. Warner has over 33 years of experience as a consultant, CPA, Certified Depreciation Professional (CDP), forensic accountant, strategic planner and regulatory executive. For 25 years, he served in regulatory, strategic planning and accounting management capacities for Williams Gas Pipelines-West and Kern River Gas Transmission Company. His management experience includes: Rates and governmental affairs, property and inventory accounting, financial reporting, regulatory research, tariffs, nominations and strategic planning. While the Director of Regulatory and Governmental Affairs and Manager of Rates and Strategic Planning in those organizations, he directed the litigation or settlement of six complete natural gas pipeline rate cases, two postage stamp vs. zone rate hearings and one storage service unbundling proceeding.
