Mr. Lucas has over 32 years experience in the natural gas, electric and oil industries. Mr. Lucas began his career in 1971 at the Federal Power Commission/Federal Energy Regulatory Commission (“FERC”). His work primarily involved depreciation studies and later in his career, allocation and rate design studies. Mr. Lucas testified at FERC in numerous rate proceedings, many of which were precedent setting in the late 70’s with respect to depreciation. In addition to his work in depreciation and rate design, in natural gas cases, Mr. Lucas has filed testimony on Plant Reclassification, Mileage Based Allocation, Expense related to Transportation for Others, and Storage Comparability Analyses. Also, Mr. Lucas performed depreciation studies and recommended depreciation rates for FERC Staff’s cost of service studies in electric rate proceedings. Mr. Lucas presented oil pipeline testimony concerning the proper depreciation rates and the impact of depreciation with respect to changed circumstances of grandfathered rates. Mr. Lucas testified on “megawatt laundering” in one of three proceedings initiated by FERC to investigate instances of possible misconduct by companies doing business with Enron Power Marketing, Inc.

He brings to BWMQ a wealth of energy regulatory and legislative policy experience and strategic planning insight gained over twenty years in various senior positions at the FERC and at INGAA. His expertise encompasses a wide range of issues related to natural gas pipelines, LNG facilities, oil pipelines, and electric transmission facilities. His extensive experience in the public and private sector, combined with his knowledge of FERC processes, organization, policy direction and personnel will provide BWMQ’s clients with a useful resource for insight into how to achieve company objectives consistent with FERC and other governmental rules and policies.
Mark also can provide valuable insight into how to effectively interface with a broad range of industry associations and ad hoc groups to advance positions advantageous to BWMQ clients.
