The oil pipeline sector of the energy industry faces unique laws, regulations and industry conditions. We have consulted with LPG, petroleum product and crude oil pipeline companies through out the continental United States and Alaska.

Brown Williams has a consulting staff that is expert in meeting these unique requirements. We have testified on and developed computer programs for use in the determination of cost of service and transportation rates under the trended cost, Opinion 154-B methodology. We have consulted with oil pipelines on tariff changes including implementing market-based rates.

We have testified in Alaska both at the Federal and state level on the cost-based or trended cost rates to be employed by the Trans Alaska Pipeline System (TAPS) under the TAPS settlement methodology. We have performed DR&R studies regarding the cost of ultimately removing the TAPS system and are well acquainted with the unique costs associated with operating in arctic environments.
