He served in a number of positions of responsibility with the FPC's Bureau of Natural Gas, including Deputy Chief of the Pipeline and Producer Rates Division, Assistant Bureau Chief and Deputy Bureau Chief. Mr. Sullivan has filed testimony on short-term rates, depreciation, and the ROE proxy group in the PNGTS proceeding in Docket No. RP08-306. In the El Paso proceeding in Docket No. RP08-426, Mr. Sullivan filed testimony on short-term value-based rates. In addition, Mr. Sullivan has filed expert witness testimony on market power in the GTN proceeding in Docket No. RP06-407, an expert report in the USGen proceeding in Docket No. RP06-391, and oil pipeline ratemaking testimony in the TAPS proceeding in Docket No. IS05-82. He served in various management positions with Mississippi River Transmission Corporation from 1955 to 1975, when he joined United Gas Pipe Line Company as Senior Vice President of Rates and Regulatory Affairs. In 1978, Mr. Brown was elected President, Chief Operating Officer and a member of the Board of Directors of United Gas Pipe Line Company. He served in that capacity until the end of 1985.
