Brown, Williams was founded in April 1986, which was a time when the energy industry was confronted with a number of critical issues. These included changes occurring in regulatory requirements, changes in markets and a regulatory philosophy that placed increasing reliance on competitive market forces. Since entering the energy consulting world, BWMQ has been actively engaged in assisting its clients in positioning themselves advantageously in this new environment.

BWMQ was founded by four individuals, each with over 30 years of experience in the private or public sector. When Francis Quinn and John Brown retired from the private sector, Mr. Quinn was Executive Vice President and CFO of Transcontinental Gas Pipe Line Company, and Mr. Brown was President and COO of United Gas Pipe Line Company. When Kenneth Williams and William Chinn retired from the public sector, Mr. Williams was the Director of the Office of Pipeline and Producer Regulation (FERC), and Mr. Chinn was a Senior Engineer in the Bureau of Natural Gas (FERC). A major portion of the initial consulting work of BWMQ involved assisting clients in dealing with natural gas take-or-pay contractual problems and transitioning natural gas pipelines from traditional gas buyers and sellers to transportation providers.

Since its inception, BWMQ has added personnel with a variety of energy industry backgrounds and has expanded its reach by providing consulting services to hundreds of companies and organizations. BWMQ's clients have included companies involved in natural gas transportation and distribution; LPG, petroleum products and crude oil pipeline companies and shippers; producers and marketers; electric utilities; cogeneration developers; numerous trade associations; and United States, Canadian, Mexican and State agencies.

RESOURCES

BWMQ, through its staff of experienced consultants, has developed and maintained resources to provide cost effective services to its clients. These include computer programs to determine, among other things, costs of service, innovative pricing proposals including market-based rates, appropriate depreciation rates and underground storage evaluations. BWMQ also maintains an inventory of applicable precedents and other data sources to use in regulatory proceedings and to advise its clients with respect to industry changes.
