Mr. Caldwell served as Regional Safety Engineer and later as Director of Ground Safety for the Federal Aviation Administration. In the late 1960's he was Associate Chief, Rail and Pipeline Division for the National Transportation Safety Board with responsibility for establishing policy and procedures for investigating hazardous liquid and natural gas pipeline accidents. With the establishment of the Department of Transportation in 1968, Mr. Caldwell first became the Deputy Director, then Acting Director and later Director of the Office of Pipeline Safety. From 1976 to 1984 he served as Senior Advisor to the Secretary of Transportation on policy matters concerning pipeline and hazardous materials safety. Since leaving DOT, Mr. Caldwell has provided consulting services to clients involved in environmental engineering and hazardous material/waste handling and clean-up.
Mr. Caldwell received a Bachelor's Degree in Petroleum Engineering from Texas Tech University and has specialized training in the construction of oil and gas pipeline facilities, environmental quality and natural resources, and environmental regulations.
