Associate
Carol Terry began her energy career in
1976 when she went to work for the Federal Energy Administration
(FEA) in Salt Lake City as an auditor. The FEA became part of the
U.S. Department of Energy's Economic Regulatory Administration (ERA)
in 1977. Ms. Terry transferred to ERA's Washington, DC, office in
1978, and transferred from there to FERC in October, 1979.
While with the FERC, Ms. Terry was a
Staff Accountant in the Cost of Service Branch, Office of Pipeline
and Producer Regulation (OPPR), doing both advisory and litigation
work related to interstate natural gas pipelines until May, 1989,
when she became Assistant to the Associate Director for Litigation in
OPPR. In that position, she helped the Associate Director supervise
the litigation work of all expert witnesses in OPPR. In 1993, Ms.
Terry was promoted to Chief of the Cost of Service Branch. When OPPR
reorganized in 1994, she became the Deputy Director of the new
Division of Litigation in the Office of Pipeline Regulation (OPR).
Ms. Terry served on the FERC First - Resolve Disputes implementation
team in 1998 and 1999, helping with the design and rollout of the
Office of Administrative Litigation (OAL). In March 1999, she became
a Senior Leader in OAL. As a Senior Leader, she served as case
sponsor to litigation case teams in gas and oil pipeline and electric
utility cases. As case sponsor, her role was to review and direct
the work of the case team in litigating and settling cases set for
hearing. After another reorganization in June 2001, Ms. Terry became
Deputy Director of the Litigation Division of the Office of Markets,
Tariffs and Rates. In that position, she had primary responsibility
for staff positions in all gas and oil pipeline litigated cases, in
both hearing and settlement negotiations. A partial list of the
litigation cases she supervised is included on the BWMQ website. Ms. Terry retired
from Federal Government service in September 2002. She joined BWMQ
later that year and has worked on many cases since then, mainly using
her cost of service expertise in gas and electric cases. A list of
the cases in which she has submitted testimony and testified during
her career at FERC and at BWMQ is included on the BWMQ website.
Ms. Terry graduated from the University
of Utah in 1976 with a B.A. degree in Accounting.
