Image Ed Feinstein has been a rate and regulatory manager with over 34 years of experience working on natural gas issues at the Federal Energy Regulatory Commission and its predecessor, the Federal Power Commission.  He has applied his expertise to a variety of complex issues relating to pipeline rates, and he has developed creative ratemaking approaches to issues related to depreciation and negative salvage as well as other ratemaking areas.

Mr. Feinstein has been involved in many of the natural gas industry changes resulting from Order Nos. 436 and 636, particularly unbundling issues such as the treatment of stranded investment and storage rates. He has testified as an expert witness on depreciation and negative salvage issues and he has addressed storage issues such as gas losses and cost allocation.  He has addressed and testified to a number of gas producer and pipeline issues such as gathering system operations, gas well operations, including deliverability and operating costs as well as royalties.  Further, he has testified to compressor fuel use and cost determinations.  He has also presented oil and gas supply forecasts in litigated cases.

During Mr. Feinstein’s tenure at the Commission, he served as Chief of the Depreciation Branch in the Office of Pipeline and Producer Regulation and he developed staff’s depreciation analysis and procedures concerning oil pipeline companies.

He is a Petroleum Engineer.  He is a member of the Society of Petroleum Engineers and the Society of Depreciation Professionals.  He is a graduate of the University of Tulsa with a Bachelor of Science Degree in Petroleum Engineering.
