Pat McIlvoy has over 30 years experience in the energy industry, with a broad background in pipeline rate and regulatory matters, design and construction, project development and system planning. Mr. McIlvoy has represented clients in intrastate and interstate regulatory proceedings, and has been an expert witness regarding cost-of-service, cost allocation and rate design matters. He has consulted internationally on oil pipeline privatization issues and has provided technical support in arbitration proceedings. Mr. McIlvoy has also developed computer models for cost allocation, rate design, cost levelization, management fee derivation and zoning.

Mr. McIlvoy began his career in the engineering department of Texas Eastern Transmission Corporation, during which time he was involved in various onshore and offshore natural gas and oil pipeline design and construction projects. Later, he was involved in Synfuels project development, commercial real estate development and operations, and ultimately specialized in pipeline rate and regulatory matters.

Mr. McIlvoy received an undergraduate degree in mechanical engineering from Texas A&M University, and a Master of Business Administration degree from the University of Houston.
