John Orecchio has been a rate and regulatory manager with over 29 years of experience and worked almost exclusively in the area of electric rate investigations at the Federal Energy Regulatory Commission and its predecessor, the Federal Power Commission.  As Director of the Division of Investigations, he was responsible for an directed the technical trial staff in formal investigations addressing all electric utility issues set for hearing by the FERC.

Mr. Orecchio provided expert testimony on cost of service, terms and conditions and rate design issues, among others, before the FERC.  Mr. Orecchio also advised the Commission on matters involving electric utility mergers and acquisitions, competition and restructuring.

During Mr. Orecchio’s tenure at the Commission, he served as Section and Branch Chief in the Division of Investigations; Deputy Director of that division; and in 1991 he was appointed Director, Division of Investigations.  Under his direction, the FERC technical trial staff prepared and filed evidentiary presentations involving electric utility merger applications, rate level and rate design proposals, incentive rate, cost of service issues, rate of return and open-access tariffs, among others.

Mr. Orecchio received a Bachelor of Science Degree in Electrical Engineering from the University of West Virginia.  Upon retirement from the FERC, he was awarded the Distinguished Career Service Award and the Chairman’s Award.
