Mr. Lee has worked in the regulated utility arena since 1977 as a Maryland Public Service Commission (PSC) staff member, consultant and a utility manager.  His focus has primarily been on establishing the revenue requirements of regulated utilities.  He has appeared before federal and state regulatory bodies on issues involving electric, natural gas, and water and sewer firms.

Prior to joining BWMQ, Mr. Lee was a Senior Auditor on the staff of the Maryland PSC where he dealt with revenue requirements and automatic cost recovery mechanisms.  Prior to re-joining the PSC, Mr. Lee was employed by R. J. Rudden Associates, Inc., where he worked with clients to establish rates for services provided under the electric transmission access and pricing associated with the FERC's Open-Access Transmission Rulemaking.  Before joining R. J. Rudden, Mr. Lee was a section leader with Washington Gas where he was  responsibile for the Company’s jurisdictional and class cost of service studies.  Mr. Lee joined Washington Gas after leaving the Maryland PSC.  Prior to joining the Maryland PSC for the first time, he was an independent consultant working with People’s Counsel and wholesale electric customers.

Mr. Lee holds a B.S. in Accounting from the University of Maryland and is a Certified Public Accountant.
